The Risk Finance Umbrella (RFU) is a World Bank multi-donor trust fund supporting countries to strengthen their financial resilience to disasters and climate shocks — through pre-arranged public finance for disaster response, market-based risk finance and insurance, and the timely, inclusive distribution of post-disaster funding.
As part of the ICF evaluation team, Robbie contributed to the mid-term evaluation of the RFU programme, drawing on a survey of grant task teams, analysis of the grant portfolio and country-level results mapping to assess the programme’s relevance, value for money, innovation and likely sustainability.
