Sophoi was engaged to develop the MEL system for the Pacific Institute project.  The underlying ambition for the assignment was to build collective MEL capacity and social capital across the team – Pacific Institute project team, and stakeholder communities and partners – in terms of the value and use of enhanced MEL ‘architecture’ across the project – theory of change, Impact Framework and indicators, evaluation methodology, and evaluation evidence and new knowledge.
